The Commission for Missing Persons and Victims of Violence (KontraS) monitored at least 37 instances of extrajudicial killings by Indonesian National Police (Polri) officers between July 2024 and June 2025.

These 37 incidents resulted in 40 casualties. Based on their status, 22 victims were criminal suspects, 17 were ordinary civilians (non-criminals), and 1 was a Polri member.

“KontraS’s monitoring also shows that the units most frequently involved in extrajudicial killings are criminal investigation units, implicated in at least 10 incidents,” KontraS wrote in its 2025 National Police Day Policy Paper.

According to KontraS, this indicates that one of the main causes of extrajudicial killings is the effort to enforce criminal law.

KontraS explains that one frequently used justification for extrajudicial killings is that the suspect resisted arrest or attempted to escape, leading officers to shoot them, resulting in death.

To address this, the Indonesian National Police have Regulation of the National Police Chief No. 1 of 2009, which details the use of force, including firearms.

It states that Polri members are permitted to use firearms if the behavior of a criminal suspect poses a potential threat of death or serious injury to Polri members or the public.

“Therefore, all instances of extrajudicial killing require investigation to determine whether the use of weapons resulting in death was indeed justified by an imminent threat experienced by Polri members during criminal law enforcement,” KontraS concludes.
