According to the Commission for Missing Persons and Victims of Violence (Kontras), 503 individuals and 35 groups were victims of civil liberty violations in Indonesia during the first half of 2025.

In the first half of this year, out of all recorded victims of civil liberty violations, 401 individuals were arrested.

Furthermore, 137 individuals suffered injuries due to assault and torture. There were also 305 victims with various other conditions not detailed by Kontras.

"The forms of violations experienced by the victims varied, and victims may have experienced two or more forms of violation," said Kontras.

"The typology of victims is not limited to activists, students, and journalists, but also includes incidents targeting academics, communities, legal advocates, anti-corruption activists, and civil society in general," it continued.
