PT Taspen and PT Asabri are state-owned enterprises (SOEs) that manage pension funds for state apparatus.
This state apparatus includes Civil Servants (PNS), the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and other government officials or employees.
According to the audited Central Government Financial Report (LKPP Audited), the pension funds managed by PT Taspen and PT Asabri have increased in recent years.
During the 2018-2023 period, the accumulated pension contributions managed by PT Taspen grew by approximately 84%—from Rp126.17 trillion in 2018 to Rp231.57 trillion in 2023.
In the same period, the accumulated pension contributions managed by PT Asabri grew by approximately 10%—from Rp25.19 trillion in 2018 to Rp27.79 trillion in 2023.
This accumulated pension contribution is a collection of monthly contributions levied from the state apparatus, along with the results of its development.
The Ministry of Finance records the accumulated pension contributions as long-term government debt, as it is the property of pension program participants collectively controlled by the government.
Currently, the Ministry of Finance plans to take over the task of paying pensions to the state apparatus, which was previously carried out by PT Taspen and PT Asabri.
"Considering that many of our functions are more or less the same as those performed by Taspen and Asabri, in the future we plan to continue making payments through partners, but instead of Taspen, it will be us at the Directorate General of Treasury (DJPb)," said the Director General of Treasury (DJPb) of the Ministry of Finance, Astera Primanto Bhakti, as reported by Antara on Friday (February 7, 2025).
Astera stated that this transfer of duties aims to build a more effective, efficient, and productive business process.
