Who are the Perpetrators of Sexual Violence within Families and Personal Relationships?

Data from the Indonesian National Commission on Violence Against Women (Komnas Perempuan), published on March 6, 2019, shows that the most frequently reported perpetrators of sexual violence from family and personal relationships were boyfriends, with 1,670 cases. Besides boyfriends, sexual violence within the family was also frequently perpetrated by biological fathers and stepfathers. Perpetrators of violence against women who were biological fathers and uncles numbered 365 and 306 cases, respectively.

Husbands were next, with 195 reported cases. Stepfathers and siblings/relatives also had high numbers, with 163 and 111 cases respectively. Komnas Perempuan stated in its report that fathers and uncles are not necessarily protectors within the family. These reports originated from the Integrated Service Centers for Women and Children (P2TP2A) and the Women's Empowerment, Child Protection, and Family Planning Agency (DP3AKB), totaling 1,586 cases.
