The NGO Coalition for Election Justice (SINGKAP), comprising KontraS, Setara Institute, Imparsial, and KPPOD, recorded 59 alleged irregularities committed by Civil Servants (ASN) in the lead-up to the 2024 General Election, between May and November 2023.
The most frequent type of violation among ASNs was neutrality violations, totaling 32 cases.
This was followed by 24 cases of election fraud and 4 cases of unprofessional conduct.
These cases involved various deviant actions. SINGKAP recorded actions such as ASN support for specific candidates (40 instances); support from officials for candidates (7 instances); and covert campaigning (4 instances).
Regarding the perpetrators, irregularities in the 2024 Election were dominated by district-level government ASNs, with 10 instances.
This was followed by violations committed by village heads, members of the National Police (Polri), and heads of departments, each with 5 instances.
"This shows that state apparatus are massively and openly abusing their authority and resources to act unfairly by taking sides with certain candidates," said Imparsial Director Gufron Mabruri, a coalition representative, as reported by *CNN Indonesia* on Thursday, November 30, 2023.
The data was compiled using public reports via Google Forms and desk studies. To ensure data validity, SINGKAP employed triangulation techniques using reports, desk review results, and in-depth data analysis by the regional monitoring network.
