The Indonesian Healthcare and Social Security Agency (BPJS Kesehatan) will eliminate its current inpatient care class system. This phased elimination, spearheaded by Health Minister Budi Gunadi Sadikin, will be implemented from this year until 2025.
Classes 1, 2, and 3 will be replaced by a Standard Inpatient Care Class (KRIS) scheme. Hospitals must provide inpatient rooms meeting 12 established standards.
One of these standards, as confirmed by Budi, mandates a maximum of four beds per inpatient room. Currently, BPJS Kesehatan Class 3 rooms can have up to six beds.
"The four-bed rooms will have air conditioning, individual bed dividers, and a shared bathroom," Budi stated during a hearing with the Indonesian House of Representatives (DPR RI), as quoted by *CNBC Indonesia* on Wednesday, February 8, 2023.
However, this change requires all BPJS Kesehatan participants to pay monthly premiums. The policy aims to encourage wealthier individuals to increase their contributions, preventing them from utilizing BPJS Kesehatan classes intended for the less fortunate.
Separately, the question arises: how much revenue has BPJS Kesehatan generated since its inception in 2014?
BPJS Kesehatan's annual reports show a steady increase in premium revenue each year.
In 2014, revenue reached Rp40.72 trillion. The following year, it rose to Rp52.68 trillion.
By 2018, revenue reached Rp85.44 trillion, surging to Rp111.75 trillion in 2019. Since then, premium revenue has consistently exceeded Rp100 trillion.
Despite high premium revenue, BPJS Kesehatan has frequently reported deficits since 2014. Only in 2021, with revenue of Rp143.32 trillion, did it achieve a surplus.
Note that the accumulated premiums in these annual reports come from participants receiving premium assistance (PBI); Non-PBI, comprising salaried employees (PPU), non-salaried employees (PBPU), and non-workers (BP); and PBPU BP Pemda.
Here's a summary of BPJS Kesehatan's premium revenue:
