Referring to Fatwa (religious edict) Number 108/DSN-MUI/X/2016 from the National Sharia Board of the Indonesian Ulema Council (MUI), a sharia hotel is an accommodation provider offering rooms, meals, entertainment, or other facilities operated in accordance with sharia principles.
To be categorized as a sharia hotel, the hotel must obtain certification from the MUI.
According to data from the Central Statistics Agency (BPS), of all accommodation businesses in Indonesia in 2023, only 2.34% possessed sharia certification.
"This certification reflects the hotel's competitiveness in the halal tourism market. However, this certification has not received much attention in Indonesia," wrote the BPS in a report titled *Statistics of Hotels and Other Accommodation in Indonesia 2024*.
"In Indonesia, the focus is more on the general market than on the halal tourism market," it continued.
Despite the small number, BPS noted that in 2023 almost all Indonesian provinces had sharia-certified accommodation businesses.
The only provinces without such businesses were Papua, South Papua, and Highland Papua. The highest proportion was in Aceh.
The following is a list of the 10 provinces with the highest proportion of sharia-certified accommodation businesses in 2023:
1. Aceh: 11.5%
2. Lampung: 8.45%
3. West Sumatra: 6.24%
4. South Kalimantan: 5.57%
5. South Sumatra: 5.14%
6. Jambi: 4.55%
7. Banten: 4.54%
8. Riau: 4.23%
9. Gorontalo: 3.5%
10. Jakarta: 3.42%
