Indonesia's Ministry of Health Received Rp4 Trillion in Foreign Grants in 2023: What Was It For?

The Ministry of Health (Kemenkes) received US$276.2 million in foreign grant commitments in 2023, equivalent to Rp4.53 trillion (assuming an exchange rate of Rp16,420 per US$).

Deputy Minister of Health Dante Saksono explained that these funds were allocated for health financing, procurement of goods, and healthcare services.

“Foreign grant funding provides strategic funding sources, offers flexibility in its use, and addresses financing limitations,” said Dante at the Indonesia Health Partners Meeting on Wednesday, June 26, 2024.

By category, the majority of foreign grant funds were used for financing, amounting to US$131.8 million or Rp2.16 trillion. This represents 47.7% of the total grant funds from 2021-2025.

Specifically, these funds were used for program implementation, community assistance, medical equipment, and management.

US$72.8 million, or approximately Rp1.19 trillion, was allocated to healthcare services. This includes regional technical assistance services, consultant program implementation, and funding materials.

Furthermore, US$71.6 million, or Rp1.17 trillion, in foreign grant funds were used for health goods, such as vaccines, medical equipment, laboratory equipment, and other consumables.

Dante explained that these grants came from 30 donor countries that contributed to supporting Indonesia's health services.

“Kemenkes expresses its gratitude for the support from all strategic partners in achieving the health transformation agenda,” he said.

Cumulatively, the total foreign grant receipts to Indonesia from 2015-2025 reached US$931.7 million, equivalent to Rp15.29 trillion.
