Eighty percent of palm oil plantations are located in seven priority moratorium provinces.

Since the enactment of Presidential Instruction Number 8 of 2018 concerning the postponement and evaluation of licensing and increased productivity of palm oil plantations, several ministries/institutions, including the Coordinating Ministry for the Economy, have been developing Standard Operating Procedures (SOPs) for mapping and data validation.

The Coordinating Ministry for the Economy has designated seven provinces as priorities for moratorium implementation based on the area of their palm oil plantations. These provinces are North Sumatra, Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, and East Kalimantan. According to 2019 data from the Coordinating Ministry for the Economy, these regions account for almost 80% of Indonesia's total palm oil plantation area. Riau has the largest palm oil plantation area, at 3.38 million hectares, or approximately 20.7% of Indonesia's total palm oil plantations in 2018. This is followed by North Sumatra with 2.07 million hectares, or about 12.7% of Indonesia's total palm oil plantations.

Four priority provinces have responded with public statements regarding the implementation of the palm oil moratorium: East Kalimantan, West Kalimantan, Central Kalimantan, and South Sumatra. However, only the Sanggau Regency government in West Kalimantan has followed up with a local government policy, in the form of a Regent's circular letter on the implementation of the palm oil moratorium Inpres. This circular letter contains the postponement of the issuance of permits and the opening of new land in forest areas, the collection of data and maps, and the verification of location permits and Plantation Business Licenses.
